Toms River Township's mainland addresses fall mostly in the 08753 and 08755 ZIP codes. Until 2006 the township was called Dover Township. The state's post-Sandy recovery report describes it as a coastal municipality of about 41.6 square miles made up of eight sections: Toms River, East Dover, West Dover, North Dover, Pleasant Plains, Silverton, Ortley Beach and Dover Beaches North, which takes in Chadwick Beach, Ocean Beach and Normandy Beach on the barrier island. It has about 3 miles of ocean frontage and 31 miles of bay frontage.
Most of the township is post-war. The recovery report shows the population rising from 7,707 in 1950 to 64,445 in 1980, and the Census Bureau's American Community Survey for 2020 to 2024 counts about 46,500 homes, with the 1960s and 1970s accounting for 18 and 19 percent and 54 percent built before 1980. The old village is much older. A National Register listing covers eleven buildings from 1824 to 1868 along East Water Street and Washington Street on the north bank of the river, and East Water Street, once known as Captains Row, still has four sea captains' homes.
Water sets the terms on the eastern side. The recovery report counts 3,970 substantially damaged properties after Sandy, more than 1,100 of them in the bayfront and lagoon areas, with up to six feet of water inside some Ortley Beach houses, and storm surge covered Huddy Park downtown. Rebuilt and raised houses on the bay and the island bring tall walls, fiber-cement and composite trim with cut ends that need sealing, and salt residue that has to be washed off before any primer, because it is the most common reason new paint lets go early. We scope the water-facing elevations separately and use premium Sherwin-Williams and Benjamin Moore exterior coatings. Inland, on houses from the 1960s and 1970s, the usual job is painted wood trim with decades of coats, chalked aluminum that must be washed and tested, and vinyl that needs a color within the manufacturer's limits.
Those older houses are where the federal lead rule matters. The EPA's Renovation, Repair and Painting rule says a firm paid to disturb more than six square feet of paint in a room, or more than twenty square feet outside, on a pre-1978 house must be EPA-certified. That covers about half of Toms River's housing. NJ Painting Co. is not EPA Lead-Safe Certified, so where a job needs old paint scraped or sanded past those limits, it needs a contractor who is, and we will say so at the estimate. If your home is in a condominium or adult community, the association's rules on colors and contractors come first.
Kitchens are a frequent request, and cabinet refinishing gives dated cabinets a factory-smooth finish for less than replacement. NJ Painting Co. is family-owned and based in Morganville, and every Toms River estimate is free.
We also have dedicated pages on kitchen cabinet refinishing in Ocean County, exterior painting in Ocean County and interior painting in Ocean County.

They treated my home like their own. They were patient with my requests and so pleasant to work with. I had gotten 3 different estimates for the work, they were all in the same ballpark, however NJ Painting offered a free consultation with an interior designer that was incredible. I went with all her suggestions and my house looks great! I could not be more satisfied with the outcome.”

I called NJ Painting on a Thursday and they came out, provided a great price, and then completed the entire job in one day. Super responsive. Professional workmanship. Will absolutely use them and refer to others.”
